An IP65 rating does not mean the floodlight can be submerged in water. The protection covers only resistance to water jets directed at the housing from outside.

The stated service life of 30,000 hours is the period after which the luminous flux of the LEDs will have dropped to around 70% of their initial value. Assuming 8 hours of use per day, this corresponds to approximately 10 years of operation. Actual lifespan depends on thermal operating conditions and how often the light is switched on and off.
